The OSCE Special Monitoring Mission has no opportunity to monitor the situation in the areas territories of Donbas beyond Ukrainian government control, Ukrainian Foreign Minister Pavlo Klimkin has said.
"Russia is continuing its tactic of controlled escalation in Donbas. We see all this not only because of attacks, but also because the OSCE has no real chance to monitor what is happening in the occupied territory," the Ukrainian minister said at a joint press conference with German counterpart Sigmar Gabriel in Kyiv .
Russia's withdrawal from the Joint Center for Control and Coordination serves as an indication that such a tactic is being continued, he said.
