The Parliamentary Assembly of the Council of Europe (PACE) has held an urgent debate on the Law on Education adopted in Ukraine, in particular its Article 7 concerning the language of teaching, and adopted a resolution with recommendations for Ukraine.
According to the results of the vote, out of a total 110 delegates, who took part in the vote, 82 delegates of the PACE supported the document, 11 voted against it, 17 abstained.
The resolution says that PACE is concerned about the new educational law in Ukraine, because, according to some of the neighboring countries, this law violates the rights of national minorities. At the same time, attention is drawn to the fact that Ukraine directed the law to study the Venice Commission.
The conclusion is that the Assembly considers it premature to take a definite position on any legal aspects of this issue. There is a text of the resolution and a practical recommendation from the PACE - to provide bilingual education for national minorities on the principle of 60/40. Where 60 - is the percentage of studying the state language, and forty - the languages of national minorities.
